Spring is just around the corner, and Stanley and Stanley Common Parish Council hope you’re ready to enjoy brighter, warmer days!

Recent Parish Council meeting

Fallow Field – Works by STW Ltd

Councillors met on-site with Severn Trent Water Ltd to discuss further the proposals to excavate and transfer water from an old 3″ main to a newer existing 6″ main, thereby preventing long-standing issues with water experienced in that area. There will be minimal disruption to the Fallow Field. It is believed that a small area of brambles will be removed in order to carry out these works, plus potential impact to a small section of the grass footpath nearest the hedge. Severn Trent are aware of the sensitivity of this site and will ensure disruption is kept to a minimum. Works have now been completed on this. We are hopeful that the flooding issues in this areas will finally be resolved!

Hedge Cutting

Parish Council hedges have recently been cut along the Fallow Field and Stanley Common Recreation Ground. This leaves them freshly cut ahead of nesting season.

Local Government Review

Derbyshire residents are being asked and encouraged to respond to a survey relating to proposals submitted by Derbyshire Local Authorities for unitary authorities in England and Wales. For your chance to comment, please access this survey at:

Parish Council Corner – December 2025

As we enter into Winter with its colder days and nights, make sure to wrap up warm and keep your homes comfortable too.  Look out for vulnerable neighbours or friends who may struggle through the colder months. A quick word, a check-in, or a simple offer of help can make all the difference. Community spirit is what keeps our Parish strong – let’s all do our bit to prevent loneliness and hardship this winter.

Flooding

We want to take this opportunity to remind you that sand and sandbags are available to help you with any local flooding issues that may arise over these next few months. If you need these, please contact local resident Cat Marshall on 07854 284369 before collecting. The sandbags won’t stop the flooding, but will help to divert flow before Council response teams can arrive on site. Our heartfelt thanks to the Marshalls for providing the space we need to store the sand and sandbags.

Planting

  • New tree saplings have now been planted on Stanley Recreation Ground – a mixture of rowan and crab apple.
  • A few of the saplings planted earlier this spring at Stanley Common Recreation Ground have also been relocated to new positions on the Rec.

Stanley Village Hall Car Park

BT Open Reach have recently approached the Parish Council requesting wayleave for installation of a new telegraph pole on the car park at Stanley Village Hall. This has now been agreed. The new telegraph pole will be close to the village hall on the Rec side of the car park. A new telegraph pole is needed here so that the line does not sag from overhanging nearby tree branches. 

Christmas 2025

A big thank-you to everyone who helped—no matter how big or small your part—in bringing the Christmas Lights Switch-on events to life in our parish. We couldn’t have done it without you. Thank you.

Precept 2026

At the November Parish Council meeting, members agreed on a small increase in the precept for the upcoming year.  The budget was carefully reviewed and the total precept request for the year stands at £41,980— an increase of 1.53%.  For residents, this equates to an approximate rise of just £0.90 per year for a Band D property, based on the number of Band D properties provided by EBC. 

We believe this represents good value for the essential services we provide to the parish.  These include maintaining and improving green open spaces such as Stanley and Stanley Common Recreation Grounds and the Fallow Field.  The Parish Council also financially provides for: the village planters; the Christmas Lights Switch-on events; the Brass Band summer event and donations to local organisations throughout the year amongst other things. 

We also provide a vital link between residents and other organisations such as the Borough & County Councils, Environment Agency, Severn Trent Water Ltd etc. 

By keeping the precept increase as low as possible, we aim to continue providing these valuable services whilst ensuring the best value for our residents.

Local Government Review

The deadline for Derbyshire councils’ submission of proposals to Central Government took place at the end of November. 

The county’s district and borough councils (excluding Derbyshire Dales), together with Derby City Council, have proposed a two-unitary arrangement, which would see Derbyshire divided into northern and southern (to include the city council) authorities, although each council has approved slightly differing arrangements. Meanwhile, Derbyshire County Council has proposed a single-unitary model.

Now the proposals have been submitted, the next major step will be a Government-led consultation in the New Year. This will give local residents, councils and partner organisations the opportunity to comment on the different models. 

As soon as we have more information, we will pass it on to  you.

Installation of Telegraph Pole at Stanley Village Hall Car Park

The Parish Council would like to inform residents that they have agreed wayleave for BT Open Reach to install a new telegraph pole on the car park at Stanley Village Hall. Erewash Borough Council Community Grant Funding

The council has two Community Grant Schemes for 2025-26 which are now open and accepting applications from eligible community and voluntary groups. Applications are invited from projects or activities which will support at least one of the following priorities as outlined in the council’s Corporate Strategy 2024-2028:

·        Economy and Regeneration – work to rejuvenate the economy.

·        Supporting communities – to be active, healthy, and safe.

·        Sustainable environment – create an environment for the future.

The two grant schemes are:

·        Fast Funding Grants for awards of between £500 and £1,500.

·        Member Grants for awards of between £2,000 and £3,500.

Information and guidance about the different schemes and how to apply for a grant is available on the council’s website. Please note, applicants can only apply for one type of grant and subject to the availability of funding, both schemes will remain open until 28 February 2026 (any change to this date will be publicised on the council’s website).

Football Parking in the Parish

The Parish Council are aware of the inconsiderate parking from a minority of car drivers bringing children to football matches at the weekends during football season. This is a problem for some of our residents, which we would like to see resolved, whilst also encouraging sport to be played on our pitches.

We have been talking with West Hallam Junior Football Club about this. WHJFC have amended literature and sent this out to parents and carers of their own team as well as the opposition teams. WHJFC have also changed their match fixtures so that there is no cross-over of matches, ensuring that there is enough time for drivers to leave before the next match begins. WHJFC are unable to provide car parking stewards due to availability and insurance reasons.

With this in mind, the Parish Council are now encouraging residents to report any obstructive or nuisance parking to the authorities.

What is classed as nuisance parking? 

Nuisance parking refers to situations where a vehicle is parked in a manner that causes inconveniences, obstruction, or danger to others. For example: 

  • Parking in front of a driveway, preventing the homeowner from accessing or leaving their property.
  • Blocking access to essential services or emergency vehicles, such as parking to close to emergency exits or in designated lanes. 
  • Double parking
  • Parking on pavements
  • Parking too close to a junction, typically within 10 metres
  • Abandoning a vehicle
  • Blocking access to public facilities such as bus stops, cycle lanes, pedestrian crossings, and school entrances. 

It is recommended that if someone continually parks in front of a house the following can be considered:

  • If someone regularly parks in front of your house and it’s causing inconvenience or frustration, start by talking to them. They may not know they are causing a problem and need you to explain how their parking affects you, such as blocking your view or access. 
  • If the problem persists, keep a record of the times and dates when they park in front of your house. You should also record the make, model, and license plate number of the vehicle so you have the information to hand should you need to escalate the issue later. 
  • If the issue is illegal parking, you should contact your local council/police. They may be able to take enforcement action.

  • car parks (with orders)

Stanley and Stanley Common Parish Council – Proposed changes to councils in Derby and Derbyshire Have your say.

The way local councils in England are organised is being fundamentally changed for the first time in 50 years. Derbyshire’s eight district and borough councils and Derby City Council are working together to propose a new structure that best meets the needs of local communities. Consultation is currently taking place to gather feedback before final proposals are submitted to Government and the public, key stakeholders, and organisations from across Derby and Derbyshire are encouraged to take part to help shape how local services will be delivered in Derbyshire in the future. Derbyshire County Council Mobile Library Service (South)

Mobile Library Service Disruption (South Mobile)

We would like to apologise for the disruption to service experienced by users of the South Mobile Library, which has been caused by vehicle breakdowns and staff illness. We regret that the service is not operating at present, however we are doing all we can to re-establish the mobile provision as soon as possible. We will contact users of the service once we are able to re-start visits to their community.
